ASA Mens Soccer League
CONSTITUTION(2006-2007)

NAME
The name of the League shall be the ASA Men's Soccer League, hereafter called the "League"

PURPOSE
To promote the game of soccer.  To offer players a place to play in a safe environment where they can exercise sportsmanship, fair play, honesty and integrity.

BYLAWS

Article 1- Affiliation

1.1  The league is affiliated with the British Columbia Soccer Association (BCSA)

Article 2- Membership

2.1 Teams are granted membership upon applying to the league, being interviewed and accepted by at least two (2) members of the league executive, and upon submitting a two hundred dollar ($200.00) Bond to the league treasurer with or prior to making payment of the league annual fees for their first season.

2.2  Players' Membership -  Is on the roster of a team that has been admitted into the League by the Executive

2.3 A person ceases to be a member when a person is expelled, removed or suspended for just and reasonable cause by the Discipline Committee.

Article 3- Meetings

3.1  The Annual General Meeting of the League will be held at the end of the League schedule each year.  It will be the responsibility of the President to establish the date.

3.2  Elections will be held at the Annual General Meeting. 

3.3  It will be the responsibility of the Secretary to notify members of the League of the place, day and hour of the meeting.

3.4  The order of business at the Annual General Meeting will be:

Treasurer's Report
Nominating Committee Report
Nominations from the floor, if any
Election
New Business
Open Forum
Adjournment

3.5  A Special General Meeting of the League may be held at the discretion of the Executive, providing all teams have been notified.

3.6 A quorum will be no less than 60% of team representatives

3.7  Votes will only be taken at official meetings that have been advertised and consented to by a quorum of members of the League.
3.7a.  Each team + each member of the executive get a vote toward issues discussed at meetings.  The President only votes in the case of a hung board in order to decide on a tied vote.
3.7b.  Members must be present to vote.
3.7c.  A majority vote of members present constitutes a legitimate quorum (given statute 3.6 above)

Article 4 - Executive

4.1  The President will :
               supervise the affairs of the League
               preside at all meetings of the League
               is the official representative of the League

4.2. The Vice President will:
               Aid and assist the President with the President's duties
               Serve as the President in the event of the President's absence. 

4.3 The Secretary will:
              conduct all official correspondence of the League
              prepare and issue notice of all meetings
              keep minutes at all meetings of the executive and general meetings
              maintain a current register of teams and players.

4.4 The Treasurer will:
              keep all necessary financial records
              and render an account of the finances of the League at all Annual General Meetings

4.5  Any member of the Executive who is thought to be in a conflict of interest situation, will excuse himself

4.6  The Executive will form a League Discipline Committee.

Article 5- Constitutional and Bylaw Amendments  

5.1  Amendments to the Constitution or Bylaws may be made at the Annual General Meeting

LEAGUE RULES & REGULATIONS

Article 1.  Team responsibilities

1.0  Teams must submit their BCSA registration information for their full roster by Sept. 30 of that playing year.

1.1  Home teams are responsible to put up the nets and corner flags.  The League will be responsible for lining the fields.

1.2  The home team must supply a high quality game ball to be used for the match.

1.3  Teams must set up their benches on opposite sides of the field.  Home team always has the side closest to the road parallel to the field of play.

1.4  Team list templates will be provided by the League. 

1.5  Team lists will be filled out in duplicates  (one for the ref and one for the opposing team) and filled out properly on game day.

    • a. Team lists including typed player names and numbers must be computer generated (typed) on official league roster pages (template provided by league).
    •  BCSA issued Identification cards for all players participating in the game must be presented to the referee, as well as the team lists, before the game.  Individual players without cards will not be permitted to participate.

1.6 a. BCSA I.D. Card Masters will be supplied by the league, but each team is responsible for attaching player pictures, filling out player and team information, and laminating each card.
1.6 b. Teams must make new cards each year, but may use the same pictures provided they still clearly show an accurate image of a player's appearance and complexion.
1.6 c. League issued, and team completed I.D. cards will be checked by the referee before each game.
1.6 d. A team's failure to produce their team's I.D. cards for the ref will result in the following:

Schedule of Discipline:
                       
- 1st Infraction - $25.00 fine.
                        - 2nd Infraction - $50.00 fine.
                        - 3rd Infraction Ð forfeited contest.

1.7  Teams must ensure nets are put up a minimum of fifteen (15) minutes before match time.

1.8  Both Teams must submit game reports including scorers, cards and a brief referee report that indicates both positive and negative observations about the referee's performance as well as the general game conditions (conduct of players/managers/fans, intensity of game, etc.) following each contest.

1.9  Two hundred dollar ($200.00) Team Bonds paid to the league prior to granted membership may not be used to pay player fees, fines, or any other team related expense owed to the league.
1.9 a.  Bonds must be maintained at the $200.00 level in order to be allowed to participate within the League.

Article 2.  Games

2.1  Length of games will be ninety (90) minutes. If a team fails to field  a minimum of seven (7) properly dressed players fifteen (15) minutes after the scheduled kick-off the game will be declared a forfeit.  The forfeiting team will be responsible for the full Referee fees.  The opponent will be awarded three (3) points. 

2.2  All games will normally be played on Saturday afternoons 

2.3  Unlimited substitutions may be used in League games.

2.4  Games that are cancelled for whatever reason, are to be rescheduled provided there is sufficient time left in season remaining.
2.4 a. Weeks that all games are cancelled may be rescheduled any time into the season schedule.

2.5 If a team wishes to protest a game for whatever reason the protest must be submitted within 48 hours of the game's completion.
2.5 a. Any protest made must be submitted by email to both the Discipline Chair and the Opposing Team in the time frame mentioned above.

2.6 Forfeits Ð forfeits of games that happen after an appropriate amount of time to cancel the referee will result in a fifty dollar ($50.00) fine to the offending team in addition to the full amount of the referee fees owed for the forfeited contest.
2.6 a Ð A second forfeited contest by the same team, regardless of advance notice, is subject to a $50.00 fine.

Article 3.  Players

3.1  All players in the League must be registered in accordance with the regulations supplied by the B.C. Soccer Association

3.2  Players must be registered with the League twenty-four (24) hours prior to game time by their team.

3.2 a. Signed and Registered players must have their BCSA registration fee submitted by their team to the League Treasurer or Executive before they play their first game.

3.3  Player transfers will be completed in accordance with the regulations issued by the B.C. Soccer Association.

3.3a  Youth Players will be registered and documented in accordance with the regulations issued by the B.C. Soccer Association, including proper BCSA permission forms.

3.4  Player transfers will be processed until the transfer deadline of Jan 31.

3.5  A player is eligible to play in the playoffs if he has been registered to play with that team by the signing and registering deadline of that playing year.      

3.6  Players and team officials registered with the League agree to comply with the code of conduct, as set out by the Abbotsford Soccer Association for their members.

Article 4.  Discipline

4.0  Discipline procedures for the League will be in accordance with the guidelines published by the B.C. Soccer Association.

4.0 a. The ASAMSL operates in accordance with the FIFA - Laws of the Game unless specific mention is made within the ASAMSL constitution.

4.1  Schedule of Discipline:

       Yellow cards

      3 yellow cards - minimum one game suspension
      5 yellow cards - minimum three game suspension
      7 yellow cards - minimum five game suspension

       Red cards 

      1 red card - minimum one game suspension
      2 red cards - minimum three game suspension
      3 red cards - minimum six game suspension

The League Discipline Committee may add any number of games to a suspension when it sees it necessary.

4.2  Players and team officials who are reported for assault on a referee or violent conduct will stay suspended until they are dealt with.

4.3  Discipline Committee reserves the right to financially fine players for flagrant or malicious or repeat offences, including abuse of referees, or non-compliance with league standards.  Players will be responsible for paying their own fines, and will be suspended from league until such time as payment has been made in full.

4.3 a. Any team proven by protest to have used an ineligible, unregistered, or suspended player in a game shall be subject to a fine, disciplinary action, or both, and shall forfeit the points from that contest and may be expelled from the league by a quorum of the league.

4.3 b. Notwithstanding any Protest Ð A team proven to have used an ineligible, unregistered, or suspended player shall be subject to a fine, disciplinary action, or both, and shall forfeit the points from that and all contests that/those players participated in, and may be expelled from the League for the balance of the season.

4.3 c. Suspended Players Ð No matter which league they have been suspended from, must sit out all the week-end games that their suspension covers (i.e. a 3 game suspension in the FVSL equals a 3 game suspension in the League Ð a player  given a suspension in another league may not play in the ASAMSL until the suspension from the other league has been served in full).
            -  It is the player's responsibility to inform their team of any suspension handed out in another league.
            -  Players are subject to fines, discipline, and expulsion from The League for lack of compliance.

4.4 The League takes a non-tolerance stance toward the consumption of alcohol or the use of drugs at or around games or fields of play where League events are taking place.
4.4a  Alcohol and Drug abuse on Fields and Parking Lot will result in the following:

Schedule of Discipline:

  • 1st Reported and Verified Infraction of Member(s) of a Team consuming alcohol or drugs
            prior to/during/ or after a League event, on or adjacent to the field of play or parking lot.
    • Team suspended for next scheduled game.
    • Manager can overturn team suspension by submitting individual names of offenders for 3 game suspensions each.
  • 2nd Infraction
    • Team will be fined $300.00 and receive a 3 game league suspension.
    • The manager of the team in question can overturn the suspension by releasing the players responsible.
  • 3rd Infraction
    • Team will be suspended for the remainder of the season.
    • Team will need to apply for re-instatement to the League for the following season for review of their continued membership within The League.
